Nearly 40% of global coconut exports! Indonesian fresh coconut allowed to enter China

On November 15th, the General Administration of Customs issued Announcement No. 161 of 2024, allowing the import of Indonesian fresh coconut that meets relevant requirements.

The announcement specifies in detail that coconut orchards exporting to China should establish and implement Good Agricultural Practices (GAP) to ensure traceability of production processes, maintain orchard hygiene conditions, and implement Integrated Pest Management (IPM) measures such as pest and disease monitoring, chemical or biological control, and agricultural operations.

Coconut orchards and packaging factories for export to China must be audited by the National Quarantine Bureau of the Republic of Indonesia and approved for registration by the General Administration of Customs of the People's Republic of China. Registration information should include name, address, and registration number to accurately trace the origin of exported goods that do not comply with relevant regulations.

The Indonesian side shall provide the Chinese side with a registration list before export and update it annually. After being reviewed and approved by the Chinese side, it shall be published on the website of the General Administration of Customs. The orchard in China should record the monitoring and control information of harmful organisms and retain it for at least two years, and provide it to the Chinese side upon request.

Before export, the Indonesian side should conduct a sampling inspection of each batch of coconut exported to China at a rate of 2%. The quarantine pests of concern include spiral whiteflies, black silk shield scale, mango oyster scale, Nanyang buttock scale, oceanic buttock scale, and seven pointed star scale. If there are no plant quarantine issues within two years, the sampling ratio will be reduced to 1%.

It is understood that Indonesia is one of the world's largest countries for coconut cultivation and coconut product production. The coconut industry plays an important role in the Indonesian economy, with approximately 6.6 million farmers relying on coconuts and coconut products as their main source of income. In 2023, the total coconut production in Indonesia will exceed 2.8 million tons, with an export value of 1.55 billion US dollars, accounting for approximately 38% of the global coconut export total.
